Resource curse is a buzzword that is usually used to describe a phenomena where otherwise natural resource rich countries fail to make use of it, instead break down into anarchy and state failure. This is usually used as its own explanation and few ever delve into what exactly causes those areas to be like that.
Richard Auty, the man who coined the resource curse wanted to know why resource-rich countries under-performed other developing economies and why to remedy that issue. He expressed that concentration of capital and labour into few key extractive industries lead to rise of corruption, inadequate state capacity and poor economic performance brought by inability to diversify into other economic activities.
This line of thinking is rather backward assessment, resources do not cause those faux pas rather the region/country is already unviable to begin with. If you look closely, countries with resource curse already had structural problems to begin with, the discovery of natural resources only hastened the deterioration which was already taking place, thus resources are a catalyst for already unstable countries.
The failure to diversify is also a skill issue, unless you have a massive income surplus vis a vis state demand, you will not have an easy time diversifying the economy if you lack a populace with pre existing history of trade or skill sets. The only exception to this rule is countries with fewer population but extremely large resource revenue which allows for massive offshoring and hiring foreign labour.
Resource curse is not real, it's a made up theory to explain the discrepancy between the outcomes of countries given equal or greater advantage of poor countries. Countries that have already solved those structural problems don't seem to be affected by such a curse, they manage new resources using pre-existing state institutions and transition to periods of great income without issue. Countries that struggle with new mineral deposits are also those which struggle with other basic state functionalities like providing security and healthcare, organising elections among other myriad of failures. The natural resources come to add to the litany of failures.
